国家电网在 2007 年就提出“两型一化”建设中优先采用小型化开关柜，降低电网投资及运力，
减少供行成本。原有供电系统传统开关设备难以满足当前配电网智能化应用需求，因此，挖
掘系统节能潜电系统的电能损耗与电压损失两方面出发，采用智能化小型配电设备解决土地
资源紧缺矛盾和降低管理成本。
